Try to meet with employees more frequently, organize feedback training programs for management positions, provide multiple feedback avenues to employees (anonymous surveys and brainstorming sessions), etc.

Most importantly, try to act on the feedback provided by the employees. Try to discuss the impacts of your changes and explain why you made such a decision. Always remember, feedback culture is all about acting on the responses you achieved.
